i have not found any info on it, can't find a proboards that has it on the helps list, nor have i got a board that i have some kind of access level that uses the report user function.
the 3 boards i moderate and my personal proboards do not have that function on them. the other boards just let people send in-board messages to moderators or admin. sorry have not get any better info or news.

I use Microsoft Photo Editor. I put the set transparency option and set 10% accuracy =P.
